A purported chocolate mishap during Himachal Pradesh’s Chief Minister Sukhvinder Singh Sukhu’s visit to the CID headquarters on October, 21st has however turned into political issue and CID investigation terming the act anti-government. The violation of protocol or poor internal communication, came to the spotlight after samosas and cakes intended for the Chief Minister were served to his security guards.
The refreshment boxes were ordered from Hotel Radisson Blue in Lakkr Bazaar and as per normal organizational procedure it was the prerogative of an officer not below the rank of Inspector General of police to organize it. Indistinguishability was encountered by the police personnel, where some tourism department personnel told the security that what was offered was in any way not for the Chief Minister resulted to the servings being offered to the security officers. The communication was inadequate in this case, only the sub-inspector who ordered the food knew who the food was intended for.
A senior CID officer summarized that those who carried out the action acted according to their “hi own agenda”, disregarding the state government. This painful episode has raised concerns from the Indian political parties especially the Bharatiya Janata Party (BJP) which described the congress led government as a regime that lack direction. BJP spokesman Randhir Sharma virtually ridiculed the government terming its activities as totally non-serious among these being the ‘Chief Minister’s Samosa’.
The latter has been used by the opposition as a subject to mark coordination failures and administrative shortcomings of the state government. Sharma said, “Why did the state government not bother to develop the state but for the ‘Chief Minister’s Samosa’?”

The objectives of the investigation are whether a breach of this protocol was planned to embarrass the government of this country and the way this was done. They turned this minor event into highlight in political discourse, which illustrates the stability of the state politics.
